Scope

This report covers the public informational website: static pages, the request-for-information form, and the downloadable capabilities statement. It does not represent a VPAT or a Section 508 determination for systems delivered under contract, which are evaluated per engagement.

1.4.3 Contrast (Minimum)	Supports	Text meets 4.5:1 (normal) and 3:1 (large). Verified by computation across the full palette; a low-contrast red and cobalt-on-dark link color were remediated to pass.
1.4.4 Resize Text	Supports	Type and spacing use relative units; layout reflows without loss of content to 200% zoom.
1.4.11 Non-text Contrast	Supports	Focus rings, control borders, and state indicators meet 3:1 against their background.
1.4.13 Content on Hover or Focus	Supports	Hover and focus reveals are persistent and dismissible; no content is trapped.
2.1.1 Keyboard	Supports	Primary navigation, the mobile menu, the interactive layer-map disclosures, and the RFI form are fully keyboard operable.
2.3.3 Animation from Interactions	Supports	Motion is limited to short opacity and translation, and is disabled entirely under prefers-reduced-motion.
2.4.1 Bypass Blocks	Supports	A skip-to-content link is the first focusable element on every page.
2.4.3 Focus Order	Supports	Focus order follows reading order; no positive tabindex is used.
2.4.7 Focus Visible	Supports	A visible focus indicator is present on all interactive elements.
3.1.1 Language of Page	Supports	Every page declares lang="en" on the html element.
3.3.2 Labels or Instructions	Supports	All form fields have persistent visible labels. The spam honeypot is hidden from assistive technology.
4.1.2 Name, Role, Value	Supports	Disclosures use button with aria-expanded and aria-controls; regions are labeled; the current nav item uses aria-current.

Known limits

The architecture diagram is an SVG with a title and description, and its flow relationships are summarized in text on the same page. The capabilities statement is a one-page text PDF using standard fonts. The site embeds no third-party media, maps, or widgets that would introduce inaccessible frames.
